Public Water Feature Is Open For Use By All Children There's a huge water feature in the middle of the Iowa State Fairgrounds, one of the largest annual fairs in the nation. As hot as it gets this time of year in Iowa (and getting hotter by the year), the playground is a very popular place in the neighborhood, the neighborhood that my Dad grew up and worked in. You don't even have to be a fair goer, i.e., hold a ticket, to splash around.
