In theory, budget earmarks can serve a good purpose. But not in this case. I had not seen a Border Patrolman (95% are men and all of them are Hispanic in this area) for many miles. But then there appears this enormous checkpoint under construction, by far the largest I'd seen, on a lonely stretch of road to nowhere.
